Way out West we had the Aussie Surf Lifesaving Championships with its 20,000 competitors/hangers-on etc etc and consequently the 152 parking spots at the beach were overwhelmed. The local shire, City of Stirling, organised remote parking with security guards and shuttle buses to ineffectively alleviate the unmitigated chaos. Proving bureacracies are the same everywhere, another department within the City of Stirling organised and proceeded with a Bulk Rubbish Collection on the same weekend! Picture the fleet of trucks and accompanying loaders attempting to negotiate illegally parked cars on verges allready full of household goods...
