I suspect that the small loops staying close to the event center made it easier on the organizers (setting controls overlapping a small area, easy access), and given the extremely cold weather, kept participants close to home, gave them several points where they could easily and quickly escape, and greattly reduced the potential need for search and rescue. I've been at extreme O events in the past that ranged much farther afield, but given the conditions, I thought this course was well thought out for both safety of participants and convenience to the very small crew of hard working organizers.
