1. Before water was traded the Mallee had a priority system to cut water from annual plantings to supply permanent plantings. It was never activated to my knowledge. 2. Turning water entitlement into a tradeable commodity activated many sleeper licenses, thus lowering overall security. But given the current situation, I doubt this would have made any difference given existing allocation rules. I am speaking next week at the Foodbowl Alliance next week. Its the first time I have spoken at a venue where security has been booked. Could be interesting. In the Chinese sense. Maybe the chaser team could turn up? I think the problem is stress leading to anger without a clear target. Usually its bureaucrats that become the surrogate target. But now that SA is muttering about holding back water for next year and reducing irrigation allocations, they have stepped into the breach. Nothing like a common enemy to unite the local irrigators and bureaucrats, one that has a fixed entitlement despite flows, and which has been reluctant in the past to impose restrictions in line with the rest of the Murray. |
