I can't imagine finding any "fresh" energy at 2100! Unless pub crawling. An 0900 start sounds about right to me - but that's probably nowhere to be found. Maybe Saturday morning interscholastic or intercollegiate track meets. Which does bring up the consideration as to what time of day works best for what events, excluding temperature (say 10k+ & marathons). I tend to see the day's progression as being generally downhill, from energy to lassitude.

Supposedly that's typical for most people, kick of cortisol in the morning. I know I uss. love rolling out of bed and shifting into gear at 5am. Sometimes I am a zombie by 9am! But many are not morning peple either.

2100 is bed time! Yikes no way the old body could deal with that. Yet have trouble too early also. Now have the luxury of enjoying mid morning efforts except on hot days like the next few.
