His Wikipedia entry is sure it's a WR "became the second man ever to break the 2:10 barrier, clocking a world record time of 2:09:28." :)
I think marathon wasn't recognised as a world record back then, rather "world best" recognising differences in the courses. Clayton had ran a faster time in a "marathon" which was later found to be short.
