If I understand correctly, you want nested repeats and they can be programmed as a Workout on Garmin Connect and downloaded to your Forerunner. For example:
Repeat 4 times
Repeat 5 times
45 sec hard
15 sec recover
X min recover
Requires more work to use Connect but it will get the job done. And you can save it so that you can reuse it in the future.
Of course that's if I understand the issue correctly...

No I think he wants the entire program to repeat which I havent
seen garmin do
I wanted two steps to repeat then to repeat with the third step added in. I just ended up putting it into the Garmin four times with the repeat thrown in to repeat the first bit. I thought I had been able to do this in the past but I must have been mistaken. If I wanted to, I could have put the second repeat to a step before the first one and repeated the whole lot.
I rarely do the same session so not worth the hassle of setting something up - easier to just change components within the workout itself (e.g. adjusting times and reps).
Also I'm calling BS on the photo in that article. It's a well known fact that Australian police never hunt alone.
