Bruce: A fee is a price one pays for a service. A charge is usually some form of penalty, say for overdrawing or defaulting.

There are also other types of deductions such as taxes.

hoggster: How about a surcharge? Isn't that what we pay qantas to buy enough fuel to ensure our plane actually makes it to our destination?

glenn: No sorry Hoggster, a fuel surcharge is defined as the difference between the 'sale price' advertised by Qantas and the amount that would have to be charged to make the target profit on that seat. It has no link to fuel whatsoever.
