We used to get fined in my amateur baseball club for things such as misfields, getting struck out and other such misdemeanors that the professional types (i.e. those earning hundreds of thousands of dollars for playing the sport) used to incur whereas we had to pay to be in the club.

Maybe OA can start a fundraiser of a similar sort with the elites (foot and MTBO) being fined for:
-Navigational error (10c for every second lost)
-Poor route choice ($5)
-Mispunch ($20)
-DQ ($50)
-Missing a start time ($100)
-Punching outside the box ($500)
-Telling stories about what it was like in the good old days (mandatory attendance at the annual OA conference)

as long as you can get your entry fee refunded if a control is proven to be in the wrong spot :-)
