those would safeguard/upgrade the grid? states w big highways, small revenue? flood / regional watershed strategies? nuclear waste disposal sites? environmental hazard super sites? pipeline regulation? states w chronic disaster scenarios?

I'm not sure you call the water main system a 'grid.' But Canada and the US have negotiated a pact about the water usage in the Great Lakes. And we're not holding up our side of the deal, partly because of old, leaking water mains in the US cities surrounding the Lakes. So Chicago is complying with a court order, and minimally upgrading our water mains. When I see what is involved, I cringe at the thought of the infrastructure spending...and taxes.... to come.

We have all the problems you mention. The large pool of spent nuclear fuel 65-miles SW of Chicago being the one I worry about most.
