Always a bad sign when you know a strange dog's name, because it means the owner's been calling it repeatedly...

Assuming it's where you paused your GPS between km 9 and 10...have you tried pointing out that KP is a bloody on-lead area? >_< Argy's had trouble in KP with early morning idiot dog walkers too, he ended up getting a supersonic 'screamer' thingie to get them to leave him alone.

Nick Dale was saying he got stuck at the Gwelup event when a dog would not let him go past, claimed it cost him a bunch of time!

Owner said something like "oh don't worry he is friendly and won't bite"

Bite the owner and then say "Gee I've never done that before".

I'm starting to hate dog owners in general, and in particular anyone who says this.

The translation is "oh don't worry he is friendly with me and has never bitten me (that I'm willing to admit to.)"

I sometimes have to run interference at our Dane walks, because Timber tolerates all these idiots and their idiot dogs, so that they won't approach the more highly-strung Danes and get slaughtered.

I've had quite a lot of scratches, bites and ripped shorts from dogs over the years, often from dogs that "won't bite", but I'm still generally pretty tolerant. I don't have a dog so not really aware of the dog rules. I did once have someone stop me on a run in KP to ask if dogs were allowed but I couldn't help him, just told him I see plenty.

The last time Molly followed me I did start encouraging her to keep following me once we got out of sight of the owner because I thought she deserved a bit of worry but I lost her after about 800m when we went past some other dogs.
I kind of expected the owner to be a bit angry with me when I saw her again a bit later but she just grabbed Molly very quickly (still not on the lead) and held her off the side of the track as I ran past. I was in the middle of a hard effort so didn't want to stop that time.

For the next time someone asks - forbidden in the botanical gardens, on-lead only everywhere else in KP. :)

The more general rule is "on-lead unless otherwise signed," but the bit everyone misses is "under effective control at all times" - that means if you call the dog, the dog damn well comes back. You're well within your rights to report any dog doing otherwise to the rangers, and if they bite you then I'd recommend doing it - it's the only way idiots will learn, and the rangers generally take this stuff *very* seriously.
