Discussion: Training Centres

Cross-country skiing Canada has tried to do both of these, build training centres (Canmore, Thunder Bay, Quebec City), but also have a strong club system throughout Canada.
It very hard to keep everyone happy.
But as Bill James says, it is always better to have a plan that can be adjusted.
