I think it was intentionally set to catch people out. There were plenty of other nearby places for the "upper" control to be securely placed, without it being vertically above the "lower" control.
Barry said if he'd been the controller he wouldn't have allowed that control placement. Me too. If I punch a control that I'm sure is in the middle of my control circle, it must be the right one, mustn't it? Apparently not.
