I thought Eureka was a pretty strong club?
Numbers take time to build in any new series. The Bendigo series started with pretty low numbers. Not in the teens, granted, but in the twenties. The idea was to fill in the time between state series events. But the local nature was good for recruiting people to the sport and still is. Over time the numbers rose. Interestingly, the majority of local participants now don't see SS events as relevant to them. In the meantime, minimising the effort is, as you say, a really good idea. Hanging mini controls?
Maybe you could just hang tapes, like you do for Judy, and advertise the events as training exercises. We're lost the habit of going to Ballarat for club events, so it wasn't on the radar (sadly), but we could get used to going there in the future. Sounded like a great event.
