ebone: It's standing on a curb and lowering the heel of one leg to the street, then raising it back up. The idea is to exercise the muscles that extend the other leg (the one that is standing atop the curb and bending, not the one that touches down). Tom Cotner suggested this exercise several years ago as a good one for runners, so I call them Cotner dips. I doubt he calls them that.

ebone: No--sorry for the poor description. The calf is only minimally engaged. I meant to write, "standing facing a street with one leg on a curb, then dangling the OTHER leg in front, and lowering the heel of that OTHER leg until it touches the street." It's basically a partial (the upper part), one-legged squat, which works mostly the vastus medialis and quadriceps, I think.
