Take a stroke off for what conditions. Sounds like a bunch of BS. But since it’s only you who records his own score, what do you really care what your score is?

Well when you drive the ball...and it comes down into standing water on the fairway, you don't get the benefit of the roll-out. Easily 20-30 extra yards! Plus you have to hit the next shot off saturated mud, which flies up into your face, while the ball goes half the distance it might have, if properly struck. So in my mind, such conditions earn a stroke-per-hole handicap.
The 'real' goal of golfing, is the same as it is with O: (1) to enjoy being outside, (2) involved in a competitive sport, and (3) occasionally 'spiking' a control! (i.e. shooting par on a hole) and all made more accessible for us old guys, who just don't have the stability to run in the woods anymore.
We like to walk on manicured lawns!
