Can you stick a small heel raise in your shoes and see if that helps, even if just for the race? Under your shoe's insole. Folded-up bit of newspaper would work, knowing your usual approach... ;-)

I’ve worn heel raises for 90 percent of my runs this year (actually for much of the last 2-3 years). It’s definitely not simply a calf tightness problem, although I’m sure that doesn’t help.

I’ve never found a rehab program that I’ve been convinced about - I know there are a few things that contribute, but getting it to settle usually involves trying to do ‘the right thing’ for a while, followed by giving up in frustration- at which point things often improve. I was hoping that skipping the ‘doing the right thing’ phase might work, but apparently not :(
