It is! And you get fined (Btw 500 and 2000 Eur) if you are caught by the police/army. You can go for a walk out with the dog though. So dog running is (legally but not morally) still permitted :)
Many athletes are doing intervals in their appartment underground carparks, note most of Spaniards live in little apartments and not in 'big' houses like Australians.
So get ready for this, and be creative :)

Hang on, just read in the newspaper that running in the stairs of the block or in the Carpark is fined with 100Eur. 2nd time you are caught you pay 600Eur
