Ugh. One of the pita's of old houses. In the 2 I've had the pleasure to deal with I've had more success at re-routing water before it gets to the foundation, than at trying to either keep it from accumulating (sump pump) or keep it from seeping in through the walls.
Our first house (circa 1840 or earlier) had 4' of water in the basement the day we moved in. Consequently the only functioning heater the first couple of years was the wood furnace, which was rigged to feed heat into the forced air plenum.
