The real answer is by having people test run the courses, but you can use distance to get close enough. Distance for sprints should always be measured as shortest legal route, going around buildings. If the area is flattish and doesn't have that many tight turns or small passages, etc. (which describes most US sprint maps), then 3.5km for women and 4km for men would probably work.
