I poked around and couldn't find anything. The Missoula County GIS page has some data for elevation that you can download, but it didn't seem to have .las or .laz files.

If you're really interested, try calling someone at the county's GIS and ask them.

You likely will want to have a look at the Montana State Library project for LiDAR acquisition: http://montana.maps.arcgis.com/apps/MapSeries/inde...

It looks like there is a fair bit of publicly accessible LiDAR around Missoula, but it is fairly restricted to the valley bottoms (which I am guessing are more likely to be privately owned than the more mountainous regions). Hopefully there are some pieces you can access that will be useful for you for orienteering with decent terrain and public access.
