Dear members of the presidium of the Russian Rogaining Federation and the International Rogaining Federation!
Текущая ситуация, вызванная эпидемией коронавируса, не позволяет пересекать границы между рядом стран, что в свою очередь для многих спортсменов означает невозможность участия в предстоящем Чемпионате Европы по рогейну в Латвии. На данный момент, 13 июля, запрещен или фактически невозможен въезд в Латвию из России, Украины, Беларуси, (эти страны в красной зоне), Чехии, Румынии, Великобритании (необходим 14-дневный карантин), а также США и Австралии - в общей сложности для 198 участников. Следовательно, почти 30% зарегистрированных участников не доедут, включая большое количество потенциальных лидеров (призёры и победители Чемпионата Мира по рогейну 2019 г. в Каталонии). Кроме того, список стран, въезд из которых в Латвию запрещен или существенно ограничен, в оставшееся до Чемпионата время может меняться в связи с непредсказуемым развитием ситуации с эпидемией COVID-19 и соответствующими постановлениями правительств европейских государств.
The ongoing situation caused by the coronavirus pandemic does not allow crossing borders between a number of countries, which in turn implies impossibility of attending the upcoming European Rogaining Championships in Latvia for many athletes. At present, as of July 12, travelling to Latvia is forbidden or nearly impossible from Russia, Ukraine, Belarus (these countries are in the red zone), Czech republic, Romania, Great Britain (a 14-day quarantine is obligatory), as well as from USA and Australia - for 198 athletes altogether. Consequently, nearly 30% of registered participants will not come, including a large number of potential leaders (prize-holders and winners of the Worlds Rogaining Championships 2019 in Catalonia). In addition, the list of countries, from which travelling to Latvia is forbidden or highly restricted is subject to changes according to unpredictable development of the situation with the COVID-19 pandemic and respective decrees of the European authorities.

Начиная с марта 2020-го года ситуация развивалась так, что большинству организаторов международных спортивный мероприятий, в том числе коммерческих, было понятно, что необходимо принять непростое решение и отменить проведение своих соревнований в 2020 году, по крайней мере на международном уровне. Так, были отменены Олимпийские Игры, Чемпионат Мира по рогейну в США, ряд крупнейших соревнований по трейлраннингу (UTMB, Tor des Geants, AUTN) и многие другие. Лишь организаторы Чемпионата Европы по рогейну произвольно, в одностороннем порядке, перенесли сроки на конец августа, традиционно перенасыщенный спортивными событиями. Не было проведено опроса среди участников, как не было предложено альтернативных вариантов, а возврат стартового взноса осуществлялся по стандартной схеме отмены, как будто все могут свободно доехать, а ответственность за неявку на соревнование полностью лежит на участниках.
The development of the situation since March 2020 made it clear to the majority of the organizers of international sports events, including commercial ones, that they have to make a hard decision and cancel their competitions in 2020, at least on the international level. In particular, The Olympic Games, the World Rogaining Championships in USA, a number of largest trail running events (UTMB, Tor des Geants, AUTN) have been cancelled. Only the organizers of the European Rogaining Championships quite arbitrarily changed the dates to the end of August, traditionally overloaded by sports events. Neither survey of participants was conducted, nor alternatives were proposed, whereas refunding of the registration fees was held based on the standard cancellation scheme, as if all can easily come and the responsibility of non-attendance lies fully on the participants.
Мы предлагаем следующие варианты решения:
- провести опрос участников, на основании результатов этого опроса перенести сроки Чемпионата Европы и предоставить альтернативу в виде возврата стартовых взносов, учитывая невозможность приезда участников по причинам, от них независящим.
- полностью отменить Чемпионат Европы 22 августа. Невозможно называть таким статусным именем соревнование, на которое принципиально не может попасть огромное количество зарегистрированных участников и потенциальных лидеров. Можно было бы, например, назвать предстоящее мероприятие Открытым Чемпионатом Прибалтики.
- подтвердить или опровергнуть, что проведение Чемпионата Европы (22 августа) было действительно одобрено на международном уровне представителями европейских стран входящих в IRF, как утверждают организаторы из Латвии в личной переписке, в то время как по другим данным (от представителей Федерации рогейна России) никаких дебатов и совещаний по этому поводу на уровне представителей не было. Если нас обманывают, нам хотелось бы знать, кто именно это делает.
We suggest the following possible solutions:
- conduct a survey among participants, change the dates of the European Rogaining Championships according to the results of this survey and provide an alternative in the form of refunding registration fees bearing in mind the impossibility to come for some participants due to force majeure.
- the European Rogaining Championships to be held on August 22 should be cancelled completely. A competition that cannot be attended by a large number of registered participants and potential leaders must not be given such a great name. The upcoming event can be called, e.g., an Open Rogaining Championships of Baltic countries.
- confirm or refute that the national representatives of the European countries in IRF have indeed approved the present dates of the ERC 2020 (August 22), as the Latvian organizers tell us in private communications, whereas according to others (representatives of the Russian Rogaining Federation), no debates or talks on this issue took place at the level of national representatives. If someone lies to us, we would like to know who does.

We suggest the following possible solutions:

It is interesting this open letter has been posted here.
I am the Current President of the International Rogaining Federation, I have not received any correspondence from any of the Athletes signed here. Please could the letter be submitted to the IRF for discussion

Briefly:
The IRF have been in contact with the organisers of the European Championships over the last two months. There has been discussion amongst all member nations of the IRF about how best to deal with major events during these uncertain times. European, World and Australasian Chamionships are all affected.
ERC has already been postponed and the new date has been arranged. I do not know how much discussion happened but there has been no argument over the new date. There has only been discussion about how the IRF can support Latvia to hold the event. There will be a large loss of money for Latvia is the event is cancelled. It is not ideal that some nations have a restriction on their travel. It is my opinion that there will be travel restrictions for a very long time and that we will have to deal with that.
It is not up to individuals to decide how and when a championship shall be run. ERC is decided by the European Members of the IRF Council. How each Nation chooses their delegates and how much discussion the delegates have is up to them.
Again please can this open letter be sent formally to the IRF so that we can discuss it properly. Attackpoint is not the best place for the IRF to discuss this.

Yesterday the government of Latvia passed a decision with regard to accredited athletes entered for international competitions, including the European Rogaining Championships: the requirement to stay 14 days in self-isolation after arrival is waived, provided that:
An athlete, when crossing the Latvian border, should present an evidence of negative COVID-19 test. The test should be not older than 72 hours,
Within 24 hours after entering Latvia, the athlete should take another COVID-19 test, at his/her own expense, and it has to be negative,
It is not allowed to use public transport before the Latvian test result is known.
Very shortly, we shall give more information concerning the above.
Detailed information about entering Latvia and participation at the 16th European Rogaining Championships on 22-23 August will be posted on the ERC2020 website under Competition info.
