True for Kings Park, but Rosalie is an off-leash area when no organised sport is being played. Dog still has to be 'under control' though.

I love how some dog owners think that 'under control' means calling out to the dog but the dog continues doing whatever it wants to. Well maybe if I call out more it looks like I'm trying.

It was obvious that she knew she wouldn't be able to control the dog if I kept running so I stopped until she had it under control. She then seemed to think that I should have been grateful.

In Kings Park, under control means on the lead. At least you did the right thing by stopping, because that way it can't chase you, and you can defend yourself. Tell the person (calmly) to put it on the lead or you will report them - I'm pretty sure 99% of dog walkers in KP know that off the lead is not allowed, so they'll soon put it on if someone tells them off.
