You're in a hilly part of town. Maybe when you move you'll have some routes that allow you to get a break sometimes. When I went to college, I went from basically ancient river elevated flood plain to the hills of southwest Virginia. There everything was hilly and being of the right age it got me strong.
Hills are good for both physical and mental strength. Embrace them.

I'd also recommend that you integrate 1-2 sessions a week on interval training. Whether it be on a track, in a field, or even off trail, getting used to working at more intensity and building your quads should help on hills and in general. If you can arrange to do them with a friend, it's all the better (apart from COVID concerns) because seeing someone as you push yourself will spur all participants to better speeds in ways that a stopwatch alone doesn't.
