Mostly putting Edmonton and Oslo in the same sentence, WillC and I used to joke about that everytime we walked to ski trails in down.
A friend used to say Quebec City is the most underrated outdoors town in Canada. Only issue is the mega cold in the winter.

For a North American city, its pretty awesome.
Admittedly my situation is different now so it seems a little lame in comparison - Jyväskylä City Ski Trails
My mother says that this winter the parking lot at Victoria was completely full.
Not a single space available.
