my treadmill gives me about 150-163 when it works, is that a good rate?

To know for sure, we'd need to know your resting hr (perhaps in the 50s?) and your max heart rate (ideally by testing, but 210 minus 1/2 your age is a reasonable guess - many other formulas claim to be more precise). So, doing the math and using (50, 201) for the range, 150 would be about 66% of max and 163 would be 75%.

Very rough guidelines say:
< 70% = Recovery (easy)
70-80% = Endurance
80-90% = Tempo
> 90% = Interval / Reps
