My Garmin watch can do that as well. It's happened a couple of times where for reasons that I didn't understand, it thought that I was having an incident, and told my phone to text the people I had as my emergency contacts. A fine idea in principle, but for the occasions in question, there was nothing I was aware of that should have raised any concern. So I disabled it.

I don't have an Apple watch but had heard of this feature because it was reported on around here over the winter, as a problem in the ski towns...

Dispatch operators in Grand, Eagle, Pitkin, Routt and Summit counties — home to 12 very busy ski hills — are fielding record numbers of the automated calls from skiers’ Apple phones and watches, tying up emergency response resources. When 911 calls come in, they are handled in the order they arrive, so an automated call from a skier’s phone could delay response to a 911 caller with a real emergency. “We are absolutely diverting essential resources away from people who need it toward a feature on a phone,” Dummer said.
