Given that you're supposed to lessen weight-bearing and like pushing off your foot, skierg while seated or standing-in-boot would be the best option IMO - that's what I found was best during my tendonitis
[there are other upper-body based cardio options like rope pull, but in my experience those require much more upper body strength to get into higher HR]

Stationary biking is the most painfully boring form of exercise in the entire world, but it can be decent cardio when you can't run.
