I do sets of push-ups. For instance I may do 10 push-ups, rest 1 min., do 9 push-ups, rest 1 min., do 8 push-ups, rest 1 min., do 6 push-ups, rest 1 min., do 7 push-ups. Now when I do these before running I can almost not complete that last set of 7. However if I attempt these AFTER running I can easily do that last set. Why is that? Is it because the increased circulation after running carries more lactic acid away? Or is it because the bodily chemicals released during running? Or something else?

I would guess the increased circulation help your muscles process part of the Lacitc Acid becaulse your body is already warmed up. Doing push-ups like that stresses the arms and chest similar to what 15 - 30 second sprint intervals stress your legs.
