The orienteering clubs could lend a hand to what the author of this article lists in points (3) Vet the Course; (8) Good Maps; (9) Clues.

I would add "hire an experienced orienteering club course designer to design a course where route choice is a significant determinant of race outcome", or at least makes it interesting.
