In a recent Score-O, I crawled under a High (deer) fence once at a creek crossing. Is that cheating?? I see nothing in any rules that says you can't climb over or under a high fence (IOF says not crossable by the average orienteer).
In a nutshell - it depends. We need more information:
1. what kind of map was it? (ISOM or ISSOM)
2. in what country was the competition held?
3. were there any special notes in the meet information about these fences?
4. which rules were in effect (ie. who was sanctioning body - ie. was it an IOF event such as a WRE)
In general,
ISSOM is forbidden to cross
ISOM you are allowed
This does make a large amount of gambling however and people can be lucky, to find a gap, or unlucky if they don't! I think it should be forbidden on ISOM too

(it would be OUSA rules I would say)
Nothing in OUSA rules to forbid you crossing the tall fence, and nothing in ISOM either.
