Discussion: Who are the federations delegates - should we upgrade IOF democratic decision making process?

Should we get to know who are they before the General Assembly in July 2012?

In IOF General Assembly minutes from 2008, 06, 04, 02, 01 you can't see their names, only number of federations present at the GA. IOF decisions are taken by simple majority which meant to have at least 15-19 votes at the past congresses.

Many comments suggest:
The IOF (via Council / General Assembly / President’s conference) will make the decision here. Remember also that the IOF represents the federations. (Jan Kocbach)

Second, as Jan says above the decision is ultimately made by next years IOF Congress, and there each full-member federation has votes. So you need to be sure that the people casting those votes know your opinion. (Tom Hollowell)

Ultimately this is going to be decided by a vote of the national federations at the General Assembly next year. (Scott Collier)

A few thoughts about voting process: IOF statutes
3.2.2 - Rights of Members
To send delegates to and vote at IOF General Assemblies, except that provisional members may participate in the General Assembly, but not vote, nor nominate candidates to Council.
8.5 - Proposals
Proposals may be tabled by a member or by Council. Proposals other than a proposal to organise a World Orienteering Championship shall reach the Secretariat in writing at least four months before the General Assembly.
8.8.1 - Voting rights
Each member present at the General Assembly and possessing voting rights shall have one vote.
8.9.3 - Voting
Decisions shall be approved by the General Assembly by simple majority of votes expressed, subject to the exceptions mentioned below.
8.9.6 - Voting
An amendment to the Statutes shall require a three quarters majority of votes expressed.

IOF has 73 member federations - 52 full members and 21 provisional members.

We must also ask ourselves:
1) Should federations try to enforce the rule: e-voting?
2) Should federations try to change the rule: from "simple majority of votes expressed" to "simple majority of votes of all full member federations"?
3) Should federations try to enforce the rule: Obligatory registration of federation delegates for each congress period?
