Aside from numerals, such as 1 to 22, some control cards have squares labeled with alphabetical letters, such as "A", "B", "C".
What is the purpose and/or intent for that?

Those are for re-punches. If you punch the wrong control or the wrong box, you use the re-punch boxes to give a readable impression.
