I cant work out if you would need a short paddle to go with your short arms, or a long paddle because you wound't have enough reach to make it to the water

Pretty sure you can borrow the ones from Arawa for free if you join up. They also have a good spreadsheet of all the boats available and how fast/tippy they are. You should try out Em's sprinter as you'll need a smaller boat than most guys due to your lack of weight.

So you probably want one of the following:
Phantom
Advantage
UFO
Evo Edge

Anything else and you'll go too slow. ;-)

Or perhaps a sprinter or U2. I think Ash has a U2 you could probably try on the avon or something.

UFO = no
Evo Edge = definitely not, who would be silly enough to own one of those...
Sprinter, just as tippy as a UFO but slow = nah probably not...
U2 = apparently pretty shit

Not sure might be easy to get a boat now just to get something quite stable to get into the market then trade up later if needs be...
