Having control numbers oriented E-W that is. I'm quite sure there is a rule that states that control numbers need to oriented to north.

Well. Gruver mentioned that in section 4.7, quaintly called "Overprinting symbols" 703 Control number: "The numbers are oriented to north."
I have never had a reason to question their orientation before...Now it may make me think twice))

I would have been confused as well. Even if I knew that before start. Reminds my college trip to Bulgaria when I knew beforehand that Bulgarians shake their head sideways as head-signal for "yes" and up-and-down for "no" - complete opposite of anywhere else in the world. Even we knew and joked about with our hosts about this difference we still occasionally got confused on both sides about some of the answers given. At the end of trip I got in habit of not signaling with my head at all.

On my only trip to West Point meet maps were printed that NS lines were at the angle compared to edges of paper. It was just slightly odd at first but overall was not an issue since most folks fold their maps anyway. Plus organizers warned about this discrepancy from rules beforehand.

That's the whole point - when you have your map folded , how can you tell where the north is? Having all imprints oriented north gives you this information otherwise you on your own.
