Like most medical advice you will probably be able to find an expert that says it is okay to run under certain conditions. I would imagine there is not a fantastic study that shows running is detrimental for people with foraminal narrowing. Most people with foraminal narrowing or spinal stenosis are not too interested in exercise anyway. In my opinion twisting with a load on the spine is probably the worst thing to do. Things like lifting bags of mulch.
