Outside the park boundary, not out of bounds technically. The H-T's know the landowners, so for the A-meets we've had official permission to go there. The cliffy hillside west of the big ugly ridge is one of the better areas for setting technical controls. For the 3-4 leg I think the trail route around the ridge is the better route choice. I would have put #4 in the lower part of the reentrant just on the west side of the big ridge to make up and over a viable option and set up a more interesting leg to 5. Maybe Gabor was trying to stay inside the park boundary.

I'm going to say maybe Gabor didn't want to climb up on top of that big nasty ridge either.
