Perhaps I am a few years behind but I don't recall the publishing of any reasoning before. Regardless if this is a new development or not, kudos to the selection committee for putting it out there.

More importantly, congrats and best of luck to all the athletes, both those who are and who are not headed to Sweden.

Is there any reason why 5th place overall on the TT list is selected ahead of 4th place overall on the womens side of the house?

The RP selected Team Alternates with strength in sprint and relays

The likely reason would be that an alternate would be called upon to fill an empty spot in the sprint and not in the forest races.

Aaah. Not sure how I failed to read that.
Kinda negates the point of an overall TT score.
