Liberty Mutual is giving $2500 grants to about 20 youth sports organizations. You can see the details here but it seems that orienteering club youth teams would be eligible. The deadline is May 31 but they do this in the spring and fall so if you miss out this time, there is always next season. If any clubs decide to go for it, let me know and I'll take the quizzes to earn you a couple points if I pass.

Looking at the "leaderboard" my initial impression is that most orienteering youth leagues (eg TROL, WIOL, COOL, MOJO) or school/club teams would need to get a LOT of people to take the online courses and quizzes. Not sure how time consuming this would be, but perhaps it would be best to agree on one league or team to apply, then throw OUSA and AP's combined support behind that one group. There seems to be a "large" category (more than 100 participants) and small (less than 100).

I glanced at the leader borard too. Looks like you'd need 100 people to take (and pass), both quizzes to be in the running. But, if two parents and a junior did it, well then you're down to 30-40 families. No idea how long it takes but the $2500 could help a lot for schools/clubs wanting to send teams to interscholastics in distant places.
