I think often it's because the old trail is too eroded, so they're trying to move people off. Maybe that's related to safety too.

Actually, it wasn't a guess. :) They had posted a notice with the reason.

but that's a stupid reason! trails SHOULD be dangerous, that's what makes them fun!
